Where we build fences
From Seneca out to Walhalla, Clemson and the shorelines of Keowee and Hartwell, with each town’s own fence rule.

Where we build
Every town has its own rule about where a fence can stand. Here is the one that matters most in each, with a page of detail where there is more to say.
Oconee County
7 places
Seneca29672, 29678
The city’s permit form lists fencing. Corner lots keep a 25 ft sight triangle clear, and the historic district caps front-yard fences at 48 inches.
Walhalla29691
Inside city limits, Walhalla’s own rules apply, so check with the city first. On county land outside town, Oconee County keeps a 25-ft sight triangle clear of anything 2.5 to 8 ft high where a driveway meets the street.
Westminster29693
Rural parcels in Oconee’s Control Free District are exempt from county zoning, though overlay districts still apply. Inside town limits, Westminster’s own rules apply, so ask the town first.
Salem29676
On lakefront lots in Oconee’s Keowee and Jocassee overlay, a 25-ft natural vegetative buffer runs back from full pond. Ask Oconee County Planning & Zoning before a fence line crosses it.
West Union29696
Outside town limits, Oconee County lets a fence sit in a setback if it stays on your side of the line, and keeps road corners clear.
Fair Play29643
Outside town limits, Oconee County lets a fence sit in a setback if it stays on your side of the line, and keeps road corners clear.
Long Creek29658
Outside town limits, Oconee County lets a fence sit in a setback if it stays on your side of the line, and keeps road corners clear.
Pickens, Anderson and the lakes
7 places
Clemson29631
In Clemson, a front yard fence can be 4 ft tall at most and must be see-through. Side and rear fences can reach 8 ft but must stay at least 18 inches from a street right-of-way.
Duke Energy does not approve fences inside its Keowee Project Boundary, except to confine livestock watering to a small area of shoreline. The boundary elevation varies by tract, so find where it crosses your lot first.
A fence, dog pen or invisible dog fence on Corps land at Lake Hartwell is an encroachment. Find the government line, which runs straight from pin to pin, before you build.
Central29630
A small town between Clemson and Liberty. We check the town’s own rules with its office before a post goes in.
Six Mile29682
Pickens County sets no minimum setback for fences, as long as they stay out of the right-of-way and away from corner sight lines.
Pendleton29670
Western Anderson County, between Clemson and Anderson. The county building office uses a pool fence affidavit for pool barriers.
Townville29689
Rural Anderson County on the Hartwell side, where fences mostly answer to the county and, near the water, the Corps line.
